Bio: Dwayne is a native of Fulton County who practiced law in Salem from 1976 until 2020. He and his late wife, Karen A. Plumlee, owned and operated Fulton Title Company from 1989 until 2019.  Dwayne has dedicated 48 years of service to Fulton County as the City Judge for the City of Horseshoe Bend, a Deputy Prosecuting Attorney for the 16th District, Fulton County Attorney, as well as the City Attorney for both the city of Salem and the city of Mammoth Spring.  Over the years, I have had the privilege of prosecuting many cases alongside him. His service extends well beyond the courtroom, as Dwayne currently serves as a Director of The Bank of Salem, and has previously served on both the Arkansas Parole Board and the Arkansas Abstractors Board.
