Bio: Judge Walmsley has dedicated his life to public service and community leadership. A graduate of Lyon College and the University of Arkansas School of Law, he practiced law for more than 45 years, served 12 years in the Arkansas Senate, and concluded his legal career as a Judge on the Arkansas Court of Appeals.

Beyond the courtroom, Judge Walmsley has been a driving force in business and community development for decades. He has served nearly 40 years as a stockholder and Director of Atlas Asphalt and White River Materials, led as Chairman and Director of Woodlawn Heights, Woodcrest and Wildwood Care Facilities, and since 2015 has guided the Independence County Library Board, strengthening education and opportunity for our community.

His leadership and service have earned recognition at the local, state, and national levels:

  • Chairman of the Arkansas State Chamber of Commerce

  • Chairman of the Independence County Library Board

  • Lyon College Trustee for 13 years (Distinguished Alumnus & Lifetime Service Award)

  • President of the Arkansas Horsemen’s Benevolent & Protective Association (HBPA) for over 20 years

  • President of the National HBPA for 4 years

  • Board Member of the National Thoroughbred Racing Association (NTRA) for 5 years

  • Elder at First Presbyterian Church
